For example, advertiser X could publish my ad in the “North Oakland Area”, guaranteed top spot when people search for specific terms. What are some qualifying questions I should ask before committing to 2 months @ $205 / month?

The advertiser’s name/logo will be on the first page (it’ll be a list of advertisers) and the second page will be a link to their own information for a specific purpose (sorry, can’t disclose). I need help on finding out where can I find current online advertising rates for businesses (2 page ads?), so I know how much to charge and see comparable rates on other websites.
